Department of Post, Telecommunications, and Information and Communication Technology

Following are the tasks and responsibilities:

  1. Proposes, compiles and provides for the implementation policies/strategic documents in the sector of post, electronic communication, and information society.
  2. Proposes, compiles and provides for the implementation of legislation in the sector of post, electronic communication, and information society;
  3. Monitors and compiles regular periodic reports on the implementation of policy/strategic documents for the sector of post, electronic communication, and information society;
  4. Identifies, proposes and determines national level standards in the sphere of post and telecommunication and information technology;
  5. In the sector of electronic communications, assesses compliance with European standards, including tariffs and taxes, quality of service and technical standards; drafts policies in promoting competition and review consumer needs;
  6. In the sector of postal services, assesses compliance with European standards, including tariffs, quality of service and technical standards;
  7. In the sector of information society, supports information technology and innovation, such as e-Commerce; supports access to technology and foster development of information technology human development systems;
  8. Represents Kosovo before the European Commission within the frame of the project on “Monitoring development of regulation of e-communication and information society sector, the eSEE – electronic South East Europe initiative, and the bSEE – broadband South East Europe initiative; and the Regional project for Cooperation in Criminal Justice: Capacity building in the combat against cyber-crime, funded by the European Commission and the Council of Europe;


2. The Head of the Department of Post, Telecommunications, and Information and Communication Technology reports to the Secretary General.

3. This Department comprises the following Divisions:

  1. Information and Communication Technology Division;
  2. Telecommunications Division;
  3. Post Division


4. The number of employees in the Department of Post, Telecommunications, and Information and Communication Technology is nine (9).

Information and Communication Technology Division

Following are the tasks and responsibilities:

  1. Proposes, compiles and provides for the implementation of information technology sector policies/strategic documents.
  2. Proposes, compiles and provides for the implementation of information technology sector legislation;
  3. Monitors and drafts periodic reports on the implementation of policy/strategic documents in the sphere of information technology;
  4. Supports information technology and innovations, e.g. e-Commerce;
  5. Supports access to technology;
  6. Fosters development of training systems in information technology.


2. The Head of the Information and Communication Technology Division reports to the Head of the Department of Post, Telecommunications and Information and Communication Technology.

3. The number of employees in the Information Technology Division is tree (3). 

Division of Telecommunications

Following are the tasks and responsibilities:

  1. Proposes, compiles and provides for the implementation of telecommunications (electronic communication) sector policies/strategic documents.
  2. Proposes, compiles and provides for the implementation of telecommunications (electronic communication) sector legislation;
  3. Monitors and compiles periodic reports on the implementation of policy documents/strategies in the sphere of electronic communications;
  4. Ensures the integration of European standards in strategic planning and electronic communication legislation;
  5. Ensures quality of services and technical standards;
  6. Addresses consumer needs and demands.


2. The Head of the Telecommunications Division reports to the Head of the Department of Post, Telecommunications, and Information and Communication Technology.

3. The number of employees in the Telecommunications Division is three (3). 

Division of Post

Following are the tasks and responsibilities:

  1. Proposes, compiles and provides for the implementation of post sector policy documents.
  2. Proposes, compiles and provides for the implementation of post sector legislation;
  3. Monitors and compiles regular periodic reports on the implementation of policies/strategic documents and legislation on the post sector;
  4. Administers philatelic activities, prepare annual thematic programs for postal stamp emissions, establishment of the stamp commissions, and upon approval, provision of necessary instructions on production and emission by the public operator.


2. The Head of the Post Division reports to the Head of the Department of Post, Telecommunications, and Information and Communication Technology.

3. The number of employees in the Post Division is two (2).
