Legal Department

Following are the tasks and responsibilities:

  1. Provides legal support in the development of strategic documents and legislation relating to the scope of the ministry;
  2. Provides support in the development of primary and secondary legislation relating to the scope of the ministry;
  3. Ensures compliance with the legislation designing techniques and standards relating to the scope of the ministry;
  4. Ensures the harmonization of legislation of the Ministry with the European Union legislation (acquis communautaire) as well as with the applicable laws in Kosovo;
  5. Provides legal counseling and recommendations relating to the scope of the ministry up request;
  6. Cooperates with the Ministry of Justice relating to the representation of the Ministry in judicial contests.

2. The Head of the Legal Department reports to the Secretary General.

3. This Department comprises the following divisions:

  1. Legislation Drafting and Harmonization Division;
  2. Law Implementation Supervision, Legal Support and Inter-Institutional Legislative Cooperation Division.

4. The number of employees of the Legal Department is eight (8).


Head of legal department: Hakif Jashari

Division for Drafting and Approximation of Legislation with EU

Duties and responsibilities:

  1. Provides assistance in legislation drafting and ensures compliance with the applicable legislation in Kosovo;
  2. Provides assistance for organizational structures of the ministry in identifying issues to be legislated;
  3. Provides  requested legal advice and recommendations from the scope of the Ministry;
  4. Ensures harmonization of the ministry’s legislation with the acquis communautaire and applicable laws in Kosovo.


2. Head of the Legislation Drafting and Harmonization Division reports to the Head of the Legal Department.

3. Number of staff members in the Legislation Drafting and Harmonization Division is three (3)

Division for the Legislation Implementation Monitoring, Legal Support and Cross-institutional Legislation Cooperation

Duties and Responsibilities:

  1. Coordinates activities with all organizational structures of the Ministry on the implementation of the legislation;
  2. Provides legal support in legislation;
  3. Identifies issues in implementation of legislation;
  4. Provides legal support in drafting proposals, agreements, memoranda and contracts;
  5. Coordinates legislative activities of the Ministry with relevant institutions;
  6. Maintains the registry of the Ministry’s secondary legislation;


2. Head of the Division for the Legislation Implementation Monitoring, Legal Support and Cross-institutional Legislation Cooperation reports to the Head of the Legal Department.

3. The number of employees in the Division for the Legislation  Implementation Monitoring, Legal Support and Cross-institutional Legislation Cooperation shall be four (4).
